Dr. Waymond R. Scott, Jr. received the B.S. (EE),
M.S. (EE), and Ph.D. (EE) degrees from the Georgia Institute of Technology, Atlanta,
in 1980, 1982, and 1985, respectively. He joined the faculty of the School of
Electrical Engineering at Georgia Tech in 1986 were he is currently a Professor
of Electrical Engineering. He is a member of the IEEE and is a Registered Professional
Engineer in Georgia.

His current research interest include the development of new techniques for
measuring the electric and magnetic properties of materials, the development of
materials with adjustable constitutive parameters, transient electromagnetic
fields, ground penetrating radar, methods for locating defects in materials,
and numerical techniques such as the finite element and the finite-difference
